Seething Souls is one of the more forgiving collection quests, because both of its gathering steps can be done anywhere rather than in a specific zone.

Where do you farm Souls from bone piles?

Anywhere with breakable piles. The quest data names Helheim and Camp of Souls as examples, and notes explicitly that this can be completed at many locations.
